Gov 10931
Sir,
Ref 8 AUG JA
I am directed by the Comptroller and Auditor
General to acknowledge the receipt of Mr Fairfield's
letter of the 27th ultimo, transmitting copy of a despatch
from the Governor of Hong Kong, dated 19th May, 1894,
relative to the Accounts of the official Receiver, and
also forwarding the draft of a despatch which Lord Ripon
proposes to address to Sir William Robinson on the subject.
2. In reply I am to state that Sir Charles
Ryan concurs in the terms of the draft despatch.
3.
With reference to paragraph 3 of Mr Fair-
field's letter, I am to inform you that the Comptroller and
Auditor General is inclined to agree with the Secretary of
State that the work involved in auditing these Accounts
will not be so heavy as was at first anticipated.
On this point, and in reply to an enquiry as to
whether any extra clerical assistance would be required if
the Accounts were thoroughly examined, Mr Nicolle reported
on the 19th of January last that for the present, at least,
there was no need for any extra clerical assistance.
4, It would, however, appear to be essential
that the Accounts of the Official Receiver should be placed
upon a proper footing, and that strict regulations should
be laid down for his guidance when acting as Trustee,
